National Structural Code Philippines Series Of CountryThis paper is t he 6 th in a series of country reports from the P hi lippi nes that have been pre- sented at the Workshop o n Harmoniza tion o f Wi nd Loading and Wind Envi ronmental Speci fi- cations in A sia-Pacif ic Economie s (A PEC-WW) that started in 2004 i n Atsugi, Japan, an d continued on in 2005 in Hong Kong, China, 2006 in New Delhi, I ndia, 2007 in Shanghai, Chi- na, and 2009 in Tai pei, Taiwan. NEW WIND L0ADING PROVISIONS 2.1 Facts about the NSCP 2010 The Volume 1 of t he NSCP 2010 has been launched in June 2010. A corresponding updaté of Volume 2 (for Roads, Highway s, and Bridges) and release of new Vo lum es 3 (for Ho us- ing), 4 ( Rail ways), and 5 (Po rts and Harbors) are also plann ed in 2010. Updated editions of the NSCP are first r evi ewed and consequently appro ved by the Depart ment o f Public Works and Highway s to become a referral code o f Presidential Decree No. National Buil d- ing Code of the Phil ippines, which is t he governin g regulation for construction and design in the Phil ippin es. The Association óf Structural Engi néers of the PhiIi ppines and spécifi cally its Codés and Standards Cómmi ttée (ASEP-CSC) prépares and publ ishés the NSCP. This was a maj or shif t in t he wind design phi losophy from t he earli er edi tions which di sregarded dyna mic effects for wind-sen sitive o r flex ible structures, and which used a fastest kilometer wind speed as basic wind speed compared to todays 3-second gust basi c wind speed. Als o ás seen f ró m Tabl é 1, t he latest NSCP 2010 wind l oading provisi ons are now based on ASCE 7-05 (2005 version of ASCE7) as o pposed to the ASCE 7-95 (1995 version of ASCE7, released in 1996), wh ich was the basis of the earli er NSCP 2001. There are im - provements i n the ASCE 7-05 (ASCE, 2005) over the ASCE 7-95 (ASCE, 1996) that has sig- nif icant impacts in design wind loads, but overall, the design philosophy generall y remains the same. Ref er t o Pacheco et al, 2009.) However, t he NSCP 2010 (ASEP, 2010) has addi- tional wind load pr ovisi ons that are not found in ASCE 7 -05.
